Evaluation
Framework for an Evaluation of Tolerance Management
Leiden, September 1999
The second network meeting of working group II discussed a model on the
qualitative evaluation of tolerance management in national education systems.
The aim was to translate key criteria of quality management in companies
into applicable terms for the educational sector. By doing so a preliminary
framework for a comparative report/review on (in)tolerance was approached.
The following major issues of a report were identified:

a crosscultural definition of educational keyconcepts (tolerance,
democracy and human rights) of the participating NGOs

creating a structural framework for the report (methodology)

creating an outline of questions exploring the historical, cultural,
economic, societal and political background and context of our educational
programs.
It was decided to develop a very sophisticated guideline (questionnaire)
providing the member organizations and their educational programs with
relevant criteria for a self evaluation.
Starting with our own NGOs, we aim at creating a general evaluation and
self assessment guideline. Consequently, we will extend the concept to
other NGOs which are engaged in tolerance, democracy and human rights
education. This concept could become the basis of a national or international
report on the efforts and the quality of tolerance and democracy education
programs as they are being offered in various countries.
